Building footprints: City of Kerrville GIS, FEMA USA Structures and Microsoft footprints

Summary. Three complementary building-footprint sources for the study area: the City of Kerrville's maintained footprints (with height, storeys, base elevation, roof form), FEMA/ORNL USA Structures (county-wide, occupancy and height), and Microsoft's Texas footprints (county-wide, geometry only).

Scenarify role. Building footprints (recommended) with optional ground level, roof level and type attributes; roof polygons; input to the DSM-DTM 3D building derivation. Note the Corral DTM is buildings-in, so footprints are for interception/visuals unless a bare-earth terrain is used.

Access. - Kerrville: public ArcGIS MapServer basemap/Public_Safety_v2, layers 9 (Building Footprints_1K) and 10 (MicrosoftBuildings_1K). The service exposes map/tile export only, not feature query, so a shapefile export must be requested from Kerrville GIS (kerrvilletx.gov/1101/GIS-Mapping-System). Attribute schema is visible via the layer endpoint: NUMSTORIES, BLDGHEIGHT, BASEELEV, EAVEHEIGHT, ROOFFORM, ROOFDIR, BLDGTYPE, BLDGNAME, FEATURECODE. - FEMA USA Structures: ArcGIS FeatureServer (queryable, 2000 records/page) and state deliverable zips. - Microsoft: Texas GeoJSON zip, no auth.

Format and CRS. Kerrville service Web Mercator (EPSG:3857); FEMA FeatureServer WGS84; Microsoft GeoJSON WGS84. Reproject to EPSG:6343.

Coverage. Kerrville city limits (city layer); Kerr County (FEMA, Microsoft). Products maintained since 2018 (Microsoft v2), 2022 (FEMA); city layer edited continuously.

Provenance and caveats. City footprints are the only source with heights and base elevations. FEMA heights are lidar-derived where available. Microsoft footprints are ML-extracted with no attributes. Buildings destroyed in July 2025 along the river are still present in all three.
