FEMA NFHL, Flood Insurance Study and Base Level Engineering models, Kerr County / Upper Guadalupe HUC-8

Summary. FEMA regulatory and non-regulatory flood hazard products for the study reach: National Flood Hazard Layer (flood zones, floodway, BFEs, cross-sections) for Kerr County (48265C), the Flood Insurance Study 48265CV000B (rev. 2020-05-15), and Base Level Engineering 2D HEC-RAS models for the Upper Guadalupe HUC-8 12100201 (2016 HEC-RAS 4.1 and 2024 HEC-RAS 6.3.1).

Scenarify role. River bank polygons, outflow rating curves and energy slopes (from BLE), external simulation results for visual comparison of maximum depths, and the pre-2025 regulatory baseline.

Access. NFHL via FEMA ArcGIS MapServer (queryable) or county download from the Map Service Center; FIS PDF from MSC; BLE depth grids and model files from the InFRM Estimated BFE viewer and FEMA Region 6 on request.

Format and CRS. NFHL shapefiles/geodatabase (NAD83); BLE HEC-RAS projects with GeoTIFF depth/WSE grids (NAD83 / Texas state plane or UTM, check per model); FIS PDF.

Coverage. Kerr County and HUC-8 12100201. BLE 2016 and 2024; NFHL is a live layer, effective maps pre-date July 2025.

Provenance and caveats. The existing CKAN package fema-maps holds the FIRM panel PDFs from Camp Mystic to Spring Branch; this record adds the machine-readable layers and models. Post-2025 remapping is in progress and will supersede.
