TxDOT Road Elevation Model, San Antonio District (15_SAT): road lidar, 3D road geometry, road DSM, HAND and flood thresholds

Summary. Road-corridor products for the TxDOT San Antonio District (which contains Kerr County) from the UT Austin / ORNL Road Elevation Model project (TxDOT 0-7095 follow-on; NWS research project NA22NWS4320003): road-only lidar (LAZ/COPC) clipped from the TxGIO statewide collections along buffered OpenStreetMap road lines, 3D road centerlines and polygons with elevations, a 3 m road digital surface model that includes bridge decks and culvert crossings, HAND grids and road flood thresholds.

Scenarify role. Culverts and low-water crossings: the road DSM and 3D centerlines give crest elevations where roads cross drainages; the flood-threshold table gives the stage at which each road segment floods. Bridges / structure removal cross-check (decks are present in the DSM). Walls: road embankments as linear barriers. Published as the dataset "TxDOT Road Elevation Model Dataset", DOI 10.13139/ORNLNCCS/2574440 (released 2025-06/08).

Access. Plain HTTPS on TACC Corral, no auth, per district folder; statewide VRT and district index GeoJSON for GIS.

Format and CRS. GeoPackage (3D centerlines/polygons), LAZ and COPC LAZ zips by TxDOT maintenance section, 3 m DSM COG (statewide VRT in EPSG:3857; district deliverables documented as EPSG:3081 Texas State Mapping System; verify per file), HAND zip, flood polygons GeoPackage, CSV thresholds. Licence CC BY 4.0.

Coverage. TxDOT San Antonio District (Kerr, Kendall, Bandera, Bexar, Comal, Guadalupe, Medina, Uvalde, Wilson, Atascosa, Frio, McMullen). Lidar vintage follows TxGIO collections (2011-2019 in Kerr County). Produced 2025.

Provenance and caveats. Road limits come from OSM; unmapped private and ranch roads are absent. 3 m DSM cells can under-estimate road crest elevation on narrow crossings (report 0-7095-1 section 5.10); use the 1 m DTM or the road lidar for low-water crossings. Culvert barrels are not modelled, only the road surface above them.
